No, I wouldn't use one of those. For starters they're only designed to charge a single cell, which means they'll fail or damage your cells if you try to use one with more than 1 cell. Also they lack safety functions, and reliability is dubious at best. If you aren't going to get a USB-C board from the BitBuilt store or commission one from someone reputable, I'd just stick with a 2.5mm DC barrel jack feeding your PMS/protection PCB.
