I have started working with soldering again and wired up a PMS-2 to my Wii Portable. However, no voltage is coming through the output lines.

if you're measuring with the battery connected your multimeter wont give you the correct measurementOK, I'll provide pictures. However, I'll be gone for a week so it will be a while.
I measured the resistance between B+ and B- and it was 11.4 ohms. Is this normal?
Perhaps we should have specified that you need 22AWG stranded wire for power and ground connections. Solid core is for thin data wires only, and you're still using the thin solid core to connect the batteries to the PMS, which is no good. You need to desolder all of that solid core and get some stranded wire for all the power conections. I'd get multiple colours of stranded wire as well, at the very least get red and black to differentiate power and ground. It's hard for us to see out where all that spaghet is going if it's the same colour.Here are some photos!

As you can see, nothing is connected and the LED Indicates it is on.
However, No voltage is registering on the output lines.
Pressing the power button cannot turn it on or off.
The batteries have been damaged, If that helps. However, a charger is plugged in, so it should be running off the charger.

Ah, gotcha! I didn't have stranded 22 awg with me, so I thought I could use solid core temporarily to test things.you need 22AWG stranded wire for power and ground connections.
