I have started working with soldering again and wired up a PMS-2 to my Wii Portable. However, no voltage is coming through the output lines.
What do I do?

It requires holding down the power button to turn it on. Please post pictures and provide as much detail. This really gives us absolutely nothing to work off of to help you.

OK, I'll provide pictures. However, I'll be gone for a week so it will be a while.
I measured the resistance between B+ and B- and it was 11.4 ohms. Is this normal?

if you're measuring with the battery connected your multimeter wont give you the correct measurement

Got it.
However, I've connected the RGB LED. It lights up a different color every time I plug in the charger. (batteries are very low).
However, pressing the power button does nothing, and no voltage is detected when I measure the output lines. Nothing seems damaged.
Did I do something wrong when I was wiring? The wiring seems okay.

How are we supposed to know if you did something wrong without seeing what you did?

Here are a few photos. Sorry for the delay!

The entire setup. Note the LED. It has a different color every time I plug in the charger.

you need to be using 22awg wire for the wii power lines. those wires look very thin and with the wii current going through them, there will be voltage drop and it wont possibly work

I did some soldering, and I replaced the wires with 22 awg.
However, nothing changed.
The LED lights up, but the Wii and screen don't boot.
The multimeter shows no output voltages.
My wii trim resistances are ok.
What is wrong?

Ok. Please wait and I'll get them up in an hour or two!
EDIT: nevermind, I'll get them up tomorrow.
I disconnected the PMS from the wii and screen, but the voltages still are not registering. pressing the button does nothing.
I know I don't have pics but it's just really weird what is happening with the PMS.

Here are some photos!

As you can see, nothing is connected and the LED Indicates it is on.
However, No voltage is registering on the output lines.
Pressing the power button cannot turn it on or off.
The batteries have been damaged, If that helps. However, a charger is plugged in, so it should be running off the charger.
Here's a closer look at the wiring:

Perhaps we should have specified that you need 22AWG stranded wire for power and ground connections. Solid core is for thin data wires only, and you're still using the thin solid core to connect the batteries to the PMS, which is no good. You need to desolder all of that solid core and get some stranded wire for all the power conections. I'd get multiple colours of stranded wire as well, at the very least get red and black to differentiate power and ground. It's hard for us to see out where all that spaghet is going if it's the same colour.

Ah, gotcha! I didn't have stranded 22 awg with me, so I thought I could use solid core temporarily to test things.
Also, the batteries had been damaged before I soldered them to the PMS and their voltages were uncomfortably low,
(we're talking like 0.15v here) and I think that might be part of it.
This is a stupid question, but did I mangle the PMS by hooking up dead batteries?

I'm not sure if using dead cells can damage the PMS, I'd think not, but you should definitely dispose of those cells ASAP. They're 100% kill

Now I'm running into another weird problem.
The PMS has an output voltage(yay!)
But the LED does not turn on. I wired it up correctly.
I have no idea what the button does, but I tried pressing it a few times.
