Malfunctioning N64 Motherboard

I got this motherboard from a really beat up N64 I grabbed on ebay. It was listed as "tested and working" but alas, it will only power on and refuse to recognize a cart or display anything on screen. I've relocated the cart slot, as it seemed loose, to troubleshoot the problem but with no success. Nothing else has been desoldered and board comes as is with no Jumper Pak or hookups. I'd be happy with ~$10 or some equal trade.

Lol, no. I think that is just a gunk spot. The console was completely trashed a looked like it was a hobo's toilet for the day but since it powers on fine I let it be.
