Question Can i just use the Wii PMS included in the github repository?

I'm building a portable wii. i don't really want to buy a PMS Lite. and the PMS 2 is out of stock.

Can i use the PMS in the github files?

You can, but it's going to end up being just as if not more expensive than a PMS-Lite unless you're building a bunch of them. It also won't have the RVLoader integrations.
