So I bought some supplies from @megalomaniac who was originally going to make this project. The ADC on the micro controller has a 10bit resolution so it can read voltage to ~0.1 volts accuracy.
This PSU will have a ~1.25-24v range. I just need to dig a heatsink out of my parts. Still have to test what size the heatsink should be. I gotta barrow a friends tools to tap the holes and dremel out the frame for the screen. It's a very compact and simple design.
I'm using electrical components from mega as I said before. The project box is from RadioShack, the fan is from a gamecube, the heatsink will most likely be from a 40x40mm VGA. The microcontroller is the sparkfun-like atmega32u4. The screen is a simple SPI interface so I'll probably use U8glib.
