Question Video output is weird

Those edges on the board look rough as hell, you gotta clean them up by sanding them and finish them with at least 600-800 grit. Layers will definitely be bridging to each other after trimming. Did you check if any of the voltage lines is bridging something? did you check the resistances to gnd and to each other? Also those wires look VERY thin to be used as power.
And not to discourage you or anything but are you sure you're ready to tackle a project like this? That soldering looks a bit like a mess, that yellow wire is barely hanging on by a thread, that U10 install is... something... You should probably consider shelving this project for a while, practice by soldering on scrap boards and then doing simpler projects and come back to it later with better skills

Your wires are not soldered correctly and are too thin to carry enough current to run the system. You should be using 20AWG or 22AWG stranded wire for primary voltage supply
