Depends. Shorting the power supply bus to ground at the big power connector will probably just put the power supply in current limiting mode or protect mode. Shorting 12V to ground somewhere down the line can burn traces on the motherboard. If nothing burned or smelled bad then it's unlikely anything was damaged in my opinion. I think only the GD-ROM and AV out uses 12 V on the Dreamcast though I'm not really an expert on the Dreamcast after repairing and modding four.

Reverse voltage (gnd on any voltage supply pin and any voltage to ground) will fry any ic and electrolytic or tantalum capacitors connected to that bus. This is a loud and smelly failure mode.

Wait something i forgot to mention is that whenever i try connecting it now the chips dont get hot and it just makes a strange buzzing sound
