Question Gc+ Chip?

Where can you buy the chip that goes on top of the GC+? And what's the name for it?
People say that it's in the link with the codes, but I can't find it. Help plz!

The Microcontroller, It's in the GC+ Github(google it), in the Hardware folder, there's a file named BOM, it's the one that starts with "PIC"

I have access to a PICKIT V3 but what else do I need to flash the chip? I'm looking through the datasheet but can't find anything concrete. Is there so pin socket that i plug the chip into to program it?
