It's a feature that comes included with Xenforo, the software that powers our forums. It's really just a quick link to the site, rather than a proper app. We gained a lot of new features after we upgraded the site to the latest Xenforo version.

1. You clearly can, if you were able to reply to this thread. The welcome thread doesn't enforce different permissions than this thread does that would effect your ability to post in it as a brand new account. You're specifically intended to post in the welcome thread as soon as you join.
2. Posting in the welcome thread isn't a strict requirement, just the intended path to start unrestricting your account. You must have at least 1 post on your account before you can do pretty much anything, and until 10 posts, your posts are filtered through robust spam prevention measures & may require moderator approval. The fact that you made this post means you should be able to make a thread now, at least in certain places.
3. Please do not hijack someone else's thread to ask your completely unrelated question. Bumping ancient threads with irrelevant posts (necroposting) is against our rules & general forum etiquette. You should have contacted a staff member with your question, instead. I suggest re-reading the rules (stickied on the top of every single single subforum) so this doesn't happen again. Thanks!
