Question What is the best inexpensive portable to build

It really depends on what kind of resources you have to build everything. Do you have access to a 3d printer to print out a case?
There are some really good BOMs (Bill of Materials) lists for some of the more common builds like the Ashida (https://cdn.shopify.com/s/files/1/0540/5035/7446/files/Ashida_BOM.pdf?v=1633095290). You could get a general idea for how much those costs from those.

Building a portable for under $300 is going to be a bit rough, even if you already have all the needed tools and incidentals like wire/solder/flux
While it's not portable, the Wii Micro builds cost less and are less complicated:
If you get one complete and working, you can always recycle many of the parts from it to make a portable.
