We've been making a ton of advancements in PS1 portablizing lately, and I'm hoping to make some further advancements to push the console further than it has before.

I think its very much a case-by-case type of deal - plus HASL contacts will probably wear down quicker over time, so its probably not a bad idea to get them done in ENIG regardless. Thankfully OSHPark & DKRed offer free ENIG on 2 layer boards, so that could be an option.

The screen linked seems identical to the wisecoco listing, so this should be compatible. You'll just need to remove the capacitive touch layer from the screen or try to buy one without it.

Worst case scenario would be to install Picoboot, as this will "bypass" the GC IPL either way and should get you around this error from my understanding. If you can't ever get the disc drive working again, this would at least let you use the thing until you decide to replace it!
CrazyGadget and I have had good success with SanDisk's Ultra Fit drives - I haven't tried it with PD-2 personally but it should definitely work. The little keychain loop might need to be trimmed off to fit in some situations.
