    Ive had this issue couple of times... Your best option is to do the wiring all over for the modchip. Somewhere there might be a cable that os connected but only slightly or something like that.

    So just a resistor between + and - and regulary check the voltage? When desired voltage is met cut of connections. This can be done without a protection circuit? The panasonic NCR don't have one built in like some other 18650 cells do.
