Is it a dead short (0 ohms)? 1v8 to ground is usually around 36 ohms.

Those edges look rough. What grits did you use, and what's your resistances chart looking like? It would be good to get a second set of eyes on all of that. It would be best to try to smooth out the sides that have a couple gouges in them, if possible. It's hard to sand in gouges like that and...
