Can't say if the data pins always carry a voltage never checked but if the last pin of port 1 is different than the last pin of port 2 you have a short or lost a resistor along the trace of the data line on p1

So 8.4v to the controllers is purely for the rumble motor, unless you're using an aftermarket controller they can do weird things, make sure you don't have any wires crossed for the data lines of the controller
