it's better than the Wii menu. you can load anything without having to boot into the HBC first (meaning no Wii remote required.) I use it on a stock Wii and it works fine.

I would agree with fibbef here. I've done a cart slot relocation over 30 gauge with no issue, but the board wasn't bent. So I would probably run some thicker wire to the 3V3 and GND lines since any continuity on the back was cut. Wiring looks good though!
Those wires look really long. Try shortening them up. It's also worth disconnecting the voltages from your regs and powering them separately. If you get constant voltage on the regs, then the Wii is the problem. It sounds like the Wii is drawing power though, so make sure your U10 connection is...

Welcome! I'd say you should start with the Wii. I've built portables of both and the Wii is miles easier than anything before it. Plus, it's by far the most documented console the modding scene has ever had, so there's plenty of helpful tips/guides available on the forums!
that's not how wire gagues work! the higher the number the thinner the wire is.
For power from the batteries/regulators, 24 is about the smallest I'd recommend going. 22 would be a better choice and is what everyone on here tends to use. You can go smaller for things that draw less power...
Are you getting any voltage from the 1.15V reg? I would check continuity between the ground on the Wii and the ground on the regulator just to make sure they're connected.
