To your issue: 0.38 V on the 3.3 V line usually screams "short" or "heavy load" to me. The PMS-2 is generally reliable, so before you toss it into the pile of broken dreams, here's what I'd check: Continuity test between 3.3 V and GND – if you get a beep, congrats, you've got a short somewhere...
