I read that the Broadway cpu is just a PowerPc 750CL overclocked to 1.5 times. Could this be swapped for a stock PowerPc 750CL and then overclocked? I believe one of the biggest deterrents to more custom PCB motherboard is the difficulty in removing and reballing the bga parts, and since the ram can be replaced with a new part if this could as well it would only leave the gpu to deal with.

The CPU has had a few more things done to it than just OCing, a stock part probably won't work. The GPU is also completely custom. There is no stock part for it, and Nintendo changed the pinout during board revisions, so there are multiple incompatible chips out there. In addition: The Wii GPU has a little single write SoC in it that contains unique encryption keys for the NAND. Without the right keys present the firmware, the Wii can't decrypt the NAND and cannot boot or access any system files.

GPU transplanting is possible, but you need to dump the NAND and keys from the donor system first, flash it to the recipient, hope it worked, transplant the chip, and then pray. Not really worthwhile

There's a lot of that sadly, but at least you asked before investing any time or money into it
