I am working on the same controller just now and it had the same symptoms. I am fairly certain one of your problems is your analog sticks are not wired correctly. You see, the right analog stick also functions as the action buttons on the ps2 home menu.
My Game controller had the exact same symptoms and was fixed by wiring up analog. I think the pots sit at 50% of their resistance so left/down is -50 and right/up is +50 on a 0-100 scale.

What if I just use the converter?

I thought you said that getting the H&V from the ps2 motherboard is actually risky because you might short anything out?
Well you haven't gotten the converter to work yet and even if it was working the method is inferior. It's your choice.

does that mean that the time you discovered the H/V from the ps2 motherboard, you never used the vga converter again?

Finally!

The difference between Composite & VGA

Idk which is wrong between the PS2 guide for H/V or the label on the motherboard of the screen.

I almost gave up hope for VGA on my screen when it occur a random thought in my mind to switch wire the H & V then my screen which is in VGA mode turn black and I was very surprised on what I saw!

It seems that either the label on the screen motherboard or the PS2 guide H/V is wrong because right now, I'm connecting H on V and V on H base on the label on the dalian screen.

Anyway, is this the best full screen that the VGA can get? As we compare to the composite, the composite almost occupy the full screen leaving a thin black lines on both sides while VGA has all black on top, bottom and sides.

The guide is correct, your motherboard is mislabeled (so is mine)

What are you talking about "the ground part" the label for ground is clear. Unless you're not talking about using this actual board? Wire each tactile to the ground and the pin on the IC and you're set. Attaching all the grounds to each other in serial will cause issues with signals when a button is pressed.

Starting from left to right, there are 18 connections on controller yet there's only 17 solder pad.

The 8th has no solder pad (color orange) and i don't even know why.

1) R2
2) R1
3) Triangle
4) Circle
5) X
6) Square

I don't know the 7 to 11 (red, orange, violet, brown, orange)

12) SELECT
13) Down
14) Right
15) Left
16) Up
17) L1
18) L2

So, how do I solder this to my portable?

The pins are on the left and they appear in rows in the slot where the cable goes. I'm on a mobile but in words the top left pin is pin 1 and the one to the right of it is pin 3 so the pin below and between them must be pin 2.

1. 3. 5. 7. 9
--2. 4. 6. 8

All the buttons go into that IC so youll need to either use the pads available or create your own pcb.

Check continuity between the buttons and all the pins on the main chip, you should be able to find where they are connected, since this controller appears to be different from the official controller.

I'm using a different controller, it states here the resistor 1K, but I used 10K instead

The picture is just an example

I believe that resistor is for pulling up the common button connection. I don't think changing that will fix your ps2, it is not related.
