Try removing and reinserting the ffc for the power button. Also make sure the power supply is actually outputting power, and that there is continuity to the power input pads.

I've read a LOT of butthurt surrounding trying to use membrane type controllers like these in portables. You might be able to use it if you're skilled and patient, but it'll be a bit tricky. If you want an easier solution, maybe try PM Gman and ask him what controller he used in his most recently completed PS2 portable.

dude, the moment you plug the power cable to the ps2, there should be a red/green light in the power switch
Check the FFC is properly inserted into both terminals?

You've to understand that there's no way for us to tell. First of all clean that board with isopropyl alcohol, then check for shorts. If you don't have any short then go ahead and power it up and check that everything is getting the right voltage

Just do a Google/forum search on various things like where power goes into the audio amp, USB ports, display. Check for continuity between points using your multimeter too. Check Modretro too, @Lightning might have a few pointers too.

I concur with @Stitches
The best and quickest way to tell if your motherboard is still alive (especially when you've chopped off the protuberance where the 8 pin FFC socket is located) is to just connect it to a TV using composite video, and see if you get the main menu. Another way in a pinch, provided you haven't also removed the little port, is to see if the fan comes on
