Can anyone tell me if this card is good for reallocating ps2 voltages?

For the 1.25V reg, it won't output enough current. the 1.25V voltage line will require 3.1A. For the 2.5V and 5V line, it should work. Finally, the 1.75V can work, but it will be unstable. Its recommended to use a linear regulator. For my setup, I'm using two PTH regs, one PTR reg and a LP38691DTX-1.9/NOPB. That's tough. To be honest, your best option is to do the standard trim. you can use a 7.4V battery pack to power the board and have one reg for the 5V line.I'm from Brazil and it's very difficult to get here.
