Yo wuss poppin.

For my portable gc, I made a 14.8v. Battery pack with those amazing ncr18650 batteries (cancelled because wii is infinitely better) I used a tenergy smart charger and their 32010 protection circuit for a 14.8v pack. Now that I need to use a custom regulator, I want to make a 7.4v 6800mah battery pack for a longer battery life. I know this will sound really nooby, but do I need to buy a new charging rig for my batteries?

Yes. You need a charger specific to the voltage level of your batteries. You will also probably need a new protection circuit as well.
