Was working on my aran handheld screen and i accidently nicked a component on the board using the dremel and im hoping someone is able to help me out. with either a bypass or can identify the component i damaged. any help would be apreciated

Well, since it is L21, I guess it would mean that it is an inductor.
I guess this is a step down regulator from 5V to 3v3 or maybe a transistor, you would need more knowing person than me.
My take is you should test if you still have 3v3 on the pin and if not, maybe taking of the component and feeding 3v3 to the pin might solve the issue.
I would take the inuctance of to test it, but it is a bit of burden to do so.
