I've looked around, and it doesn't seem like WiiFlow/WiiFlowLite or USBLoaderGX can do this.
My portable design is basically a battery-powered disc-drive-less Wii, and as such I would prefer a loader that feels more like a normal Wii, where RVLoader seems to focus on handheld features (PMS-2, GC+2.0, and RVL-DD support, as well as behaving like a replacement for the System Menu.) (Also, I really would prefer to load from SD, because having a USB drive poking out the back of the system is a lot less clean than everything being in the SD card bay.)
The Wii apparently only uses the disc drive once on game startup when using a USB loader, which does not seem like something that only RVLoader should be able to get around. As for keeping the disc drive motherboard around, I could, but it would be yet another thing I would have to mount to keep from shorting against other components, and it requires 12v as far as I can tell, which would be a pain.
