So I was looking at my battery situation last night and I had a question:

Each pack is 7.4 V. One of the packs protection circuit seems to be broken. I checked the individual batteries with my multimeter and I get 7.4V but when I check the voltage from the protection circuit I don't get anything.

I'm planning on running these in parallel in order to maximize my playing time. My question is: If I run these in parallel, is one protection circuit enough?

One is totally enough. Most people only use one when wiring cells in 2S2P formation (like you are) for GameCube and Wii portables. Just keep in mind the maximum amperage output those PCBs can supply. If you're going to be pulling more amps than one of those PCBs can supply, you'll need to upgrade to a higher-amp PCB.
